NCLB mandates that all students receive scientific, research-based reading instruction. IDEA 2004 mandates states to ensure that special education eligibility is not the result of a lack of exposure to scientific, research-based instruction and data-driven interventions.

To comply, many states are embracing the response to intervention (RTI) framework through a multiple-tiered reading model. As a result, the roles and responsibilities of virtually everyone involved in education may need to undergo “course corrections” as RTI is implemented.
